Under general supervision, performs a variety of responsible human resources support functions; assists with recruitment, testing, and selection of applicants for District employment; prepares, maintains, and processes the District's payroll; maintains personnel files and records; provides responsible technical and clerical support to staff in the Human Resources Division; and performs related work as required.
SUPERVISION RECEIVED AND EXERCISED:
Receives general supervision from the Human Resources Manager.
Exercises no direction supervision over staff.
CLASS CHARACTERISTICS:
This journey level classification is responsible for independently performing a variety of technical and administrative support duties in support of human resources programs and operations.
Positions at this level exercise judgment and initiative in their assigned tasks, receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

Participates in the recruitment, testing, and selection of applicants for District employment, including preparing advertisements and recruitment job flyers, assisting in coordinating recruitment processes, and scheduling and coordinating written and performance tests and interviews; advertises, posts, and mails job bulletins; assists in proctoring examinations.
Performs a variety of technical duties related to classification and compensation, training and development, performance management, employee benefits, and employee relations.
Receives, reviews, verifies, and processes time recording documents to prepare payroll for all District employees; audits such documents for completeness, accuracy, and compliance with rules and regulations; prepares and balances payroll reports and records.
Processes, calculates, and maintains records of a variety of payroll actions, including new-hire set up, promotions, overtime hours, cost-of-living adjustments, increases, retroactive pay, benefits withholdings, wage garnishments, workers compensation claims, and final paychecks and pay-offs based on appropriate provisions; maintains employee records for voluntary and non-voluntary deductions.
Processes a diverse range of documents including Personnel Action Forms (PAFs) to effectuate employee terminations, resignations, promotions, and retirements; responds to requests for employment verification; processes employee separations from employment including Consolidated Omnibus Budget Reconciliation Act (COBRA) paperwork.
Verifies and reviews forms and reports for completeness and conformance with established regulations and procedures; applies departmental and program policies and procedures in determining completeness of applications, records, and files.
Collects, maintains, and compiles information and data, using spreadsheets and other software; prepares a variety of specialized reports and information on a scheduled and as requested basis.
Interprets and applies federal, state, and local laws and regulations concerning human resources programs; develops and maintains recordkeeping and tracking systems to ensure ongoing compliance with legal and regulatory requirements.
Assists in the coordination of the District's comprehensive training and development activities including maintenance of training records, assembling training manuals and other materials, scheduling training classes and recording attendance.
Provides information and general assistance to District staff and the public regarding personnel rules, policies, and procedures.
Maintains a variety of databases, files, and records related to the District's human resources and payroll system; reconciles transactions and data as directed; records changes and resolves differences, maintains the accuracy of the records and files.
Observes and complies with all District and City mandated safety rules, regulations, and protocols.
Performs other duties as assigned.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
